This flacon was most likely made at the Harrach glass works in Harrachov, northern Bohemia and either decorated in house, or by Ludwig Moser & Sons, Karlsbad. The cased glass is a thin inner layer of white glass covered in another layer of red then a thick layer of clear glass. It has a continuous hand painted freeze of a stork wading in the water amongst reeds and foliage. The design appears to have three levels of density, a fine silhouette of trees just as a ghostly fine wash, next the bird in the water then tree stump in fore ground.
